The appellant, Darrin Bledsoe, having filed a motion on August 7, 2000, seeking various relief while this case is pending on rehearing and rehearing en banc, the panel having decided to modify the opinion dated June 14, 2000, in response to the motion for rehearing, and it appearing that the appellant seeks to withdraw his motion for rehearing en banc, the court grants the motion to withdraw the previously filed motion for rehearing en banc. The motion for rehearing is denied as explained in the substituted opinion. The opinion filed June 14, 2000, is withdrawn, and the attached opinion is substituted therefor. Further rehearing will not be entertained. Mandate shall issue immediately.
